Yes. 1) WLAN driver, 2) Power Manager, 3) Access Connections, 4) Fn-F5 utility. On a healthy Windows XP system, the uninstall and reinstall of these components solves the problem you described. If your problem persists, then Windows has some corruption in the Registry which one cannot find with normal "tools".
I know it is time-consuming, but -- if you wish -- you can prove to yourself that the procedure I have described is effective by trying it on a fresh Windows XP installation. Everybody who knows how to fix this situation will tell you the same thing: uninstall and reinstall the 4 components mentioned above; that is the only thing that can work IF nothing else is wrong.

(It sounds to me like you know how to differentiate between "drivers" and other software, so I will not list the specific pieces you need from the link above.)
As a side note: the fact that you think that the driver was installed but was not working properly may be indicative of greater corruption issues, perhaps some related to the WLAN problem.
If you have imaging backup/restore software and disk space, then save an image of your existing system, do a fresh XP install, add only the above components, and verify that things work. As you "build" the system with additional software, you will discover the culprit which is responsible for the WLAN problem. You can always revert back to the saved image without losing anything other than
time!
I have seen the pathology you describe sufficient times to recognize that persistence is unlikely to get you out of your predicament, whereas a fresh install of Windows XP will resolve the issue.
