Windows Xp Sp2 cannot see memory....

Hi All, Please Advise.
I recently bought a T61 laptop. T8300 processor with 4GB memory.
I had Windows XP Sp2 pre-installed for me. When i see under My Computer--> Properties i see only 3Gb memory?
I just wanted to make sure i had the 4gb ? and i went and looked at the BIOS information and it shows as 4gb installed memory.
Is Windows XP being a 32 bit OS only can see 3gb?
