tpfancontrol rules and bios managed cooling

hello,
i've had two or three freeze-ups on my T60p in the past few weeks while i was playing games.
i assumed that this was because my GPU was overheating as the bottom side of pc was very hot (so was the table under the pc).
i don't really remember if the fan was running when that happened, but i sure remember that it used to be louder and faster before.
i then installed tpfancontrol and saw that my gpu temperature is around 68°C when idle, and when i start some graphic intensive software like google earth or gta san andreas it instantly goes up, after a while to 90°-95°C.
my first question would be: is that normal?
i thought that it isn't normal so i set my tpfancontrol.ini like this:
and i got an odd result:
when the gpu temperature reaches 70°C the fan starts spinning fast, like it occasionally used to, BUT as soon as the temperature exceeded 75°C, tpfancontrol switches itself to BIOS control mode and the fan speed lowers down (?!?!?!?!)
is that because this temperature isn't very high so pc can live with that? if so how come that the fan doesn't spin any faster when the temperature is arund 90°C?
i think that something is wrong with the thermostat maybe, but i don't know how be sure...
the overheating could also be the result of summer because the last few days were extremely hot...
any help is welcome...
thanks!

Level=63 4
Level=65 5
Level=68 6
