Problem getting maximum power on WiFi

I always want to run maximum power on WiFi regardless whether on AC or battery. There are two places to change Wireless power Settings: first in Control Panel under Power Options. The second place is under Thinkpad Power Manager (I'm running the most recent version 2.30). No matter what I do I cannot change the Power from Maximum Power Saving under Thinkpad Power Manager. When I change it and then apply it changes to Maximum Power but then when I go back in it changes to Maximum Power Savings. I did make the change under control panel to Maximum Power but it doesn't seem to increase my range.

Also, I noticed that a very inexpensive HP laptop was able to receive signals when my modern Lenovo with an Intel 4965 was not. Any ideas? TIA
