PCI-E sockets on T60

Hi in attempt to narrow down the problem with my wireless card, I thought I would unplug it and fit it in place of the sierra WAN card, however nothing at all was detected this time, and putting the sierra WAN card in place of the WLAN card does the same, no detection at all. Why is this??
