So my computer keeps saying USB device not recognized. Drives me nuts. I finally figured out that if I uninstall USB Universal Host Controller - 27CA in the device manager, it stops doing this. What am I uninstally?

This states, you have some USB device (internal or external) connected to USB Controller (27CA) in your laptop and system don't have a drivers for it.
First, try to reinstall latest 'intel chipset Device Software' from
http://www.intel.com or
here

The thing is, it will do it with absolutely no USB devices disconnected. I even tried unplugging the palm rest and taking out the CD drive.

Can you post here ID's for this unknown device?
You can find it in 'Device manager' -> <your device> -> properties of it (sorry, my windows in russian

)
It's look like 'PCI\VEN_8086&DEV_266E&SUBSYS_02F71014&REV_03\3&61AAA01&0&F2' etc.
