I'm confused about CSS, R&R, and the fingerprint reader

I bought a T61 new last year. It came with Lenovo’s Vista Ultimate image. I never enabled CSS (or the security chip), or R&R. It has a fingerprint reader that I do use regularly to logon to the OS.
I want to use the fingerprint reader to ‘put’ my username and password into prompt fields (mostly in a browser, but also and in standalone apps, like Thunderbird), instead of typing the values each time. I know this can be done, I’ve read of people doing it.
The part that is not clear is, exactly what do I have to turn on/enable to get this functionality to work, ... CSS, the secure chip, R&R? I don’t want to do R&R backups, nor encrypt the data on my HD. I know CSS and R&R can be huge resource hogs, so I don’t want to enable them unless absolutely needed.
