How to Disable Integrated Webcam in specific apps?

I've been on a few WebEx conferences where people were embarrassed as they didn't realize their integrated T61 camera was turned on. In the WebEx software it seems you have to disable it each time you open a WebEx conference. Is there a way to tell the T61 to simply never turn the camera on unless first prompting the user or to simply disable a specific application from utilizing the integrated camera?

Cover the camera with a Post-it to make it obvious that even if it is running, it's not taking anyone's picture.

And here I was going to send $20 to Click and Clack to get some Car Talk Official Black Tape, but your idea would of course work as well.
Any software ideas?

I just use the "piece of paper over it" method myself. Very little chance of anything going wrong with that.
