T61 bluetooth not sensed

I have a T61 running XP SP3 with latest drivers, etc. I just installed from recovery CDs, then did all the updates. Fn-F5 shows no bluetooth adapter. I installed the bluetooth driver and software and it finds no device. I thought the bluetooth model might be bad, so I swapped another one in. No help. The only other thing I can think of is a bad cable. Any other ideas?

You have probably checked this possibility already: bluetooth might be disabled in BIOS.

as far as I can see, there isn't an option in the bios
