I am using Thinkpad T60 and have 1G Ram * 2. But I could only use up to 1.5G. I could see that it show 2G memory in the BIOS. How could I config the total physical memory to 2G.

Below are my system info.

BIOS: LENOVO 79ET62WW(1.07)

I suspect the remaining RAM is being dedicated to your GPU. What is the machine type/model # of the T60?

How could I configure the graphic card to use less memory? Say 128M as I am not doing any graphic intensive task

You can't. I think this thread will explain further - http://forum.thinkpads.com/viewtopic.php?f=29&t=51127

You think your shared memory is excessive, check this out from my W510  -
