t60p temperature questions + advanced dock and external card

i have finally set up a 32 bit windows 7 on my t60p, installed only drivers that windows update gave me.
so far everything is ok, even gaming performance is good, but i have some concerns.
since this is a replaced lcd, max resolution is only 1024x768, but that is ok for now, i will eventually buy an external display anyway
running Oblivion in 1024x768, medium detail, no bloom/hdr, max view distance, the game is pretty smooth, even on outdoors, tpfancontrol says gpu temperature is ~75 celsius
in global agenda 800x600 (everything on minimum), last time i checked it climbed up up to 95 but this is a 1-2 year old game and i think it demands newer, powerful cards anyway, so for now i will put this game on hold
i would like to do some temperature regulation to prevent long term overheating, but i need some information regarding this:
-what are the optimal tpfancontrol settings (ini file) for a t60p
-i would like to use some tools to downclock the gpu too when its not used, but i cannot find a firegl catalyst control center for windows 7 (or should i use things such as ato powertools - i think its called that way)
-same thing for the cpu, in the bios speedstep is activated but currently is set only to automatic. should i regulate cpu frequency from bios or from some program
i also will be using linux too (gentoo) about as much as windows.
is there any gpu downclock solutions for linux (i know there is a frequency governor in the kernel)
in the very near future i would like to buy an advanced dock (i've read in this thread: http://forum.thinkpads.com/viewtopic.php?f=29&t=22358) with a GeForce 7600GS, mentioned in the same thread.
i have 2 questions regarding this:
-when i turn on the machine docked in, with a video card in the dock, is the internal card turned on? (produce any heat...)
-can i undock the machine anythime from the dock even when turned on? or this is not safe
