Program that can manually control the fan on/off on X31?

My old Dell Inspiron had a utility where I can set at what temperature the fan turns on, whether it be high or low, depending on if it was plugged in or not, and at what temperature it automatically shuts off.

Is there any such utility for the X31?

I don't believe there is any. However, there is software for linux (cpuspeedy) and I believe for Windows XP that allows you to lower the frequency on the fly using speedstep. Unless I compile something I usually keep it at 600Mhz, since it runs very cool and the fan never turns on.
