X31 - wireless radio power settings

Hi, I have a problem with an X31 in that the wireless radios (bluetooth and wifi refuse to switch on.

I have been through everything I can think of, including checking the bios settings, but they still won't switch on. fn+f5 pulls up the switch interface but both are disabled.

I am probably being really dense and missing something obvious, but I would be grateful if anyone has some pointers as to how to get this running.
