Configsafe / System Restore

Hi

Been having a problem recently with configsafe that was shipped with my X23, seems not to be accessible for some reason.
As it appears to be using some 3.2gb which in my mind appears too large my questions are
1 Is it safe to remove it
2. What can I replace it with

Am using Win 2000pro and as far as I can tell is no system restore facility within this
