you need to boot the cd

press f12 when computer starts, don't know exactly which F#, shows you on the screen when you first power on. Then try choose usb or dvd drive you put in and it will boot the cd.

does the us dvd drive that you use to boot actually work?

you can try test if the usb drive actually work by maybe try booting a winxp cd or any bootable cd.
