dropped and now does not work

A friend of mine has a X21 that was dropped onto the floor from about two feet....no outward damage present but it does not work now...I have seen other posts here about removing everything like battery, harddrive and memory and then pushing the button over and over, something about the capacitor being overcharged....Does this really work?

My personal belief is that power-on issues like this are not caused by an "overcharged capacitor", but merely a broken connection somewhere on the motherboard. Now, if the connection happens to be on one lead of a capacitor then I suppose that description would be sort of accurate.

Is there ANY indication that the system is attempting to power up? Any LEDs lighting? Is the fan spinning? Is the HD turning? Backlight on the LCD? Beeps?

A physical jar could cause a part to separate from the motherboard (IMO, most likely) or break one of the fuses (less likely to happen). Start at the DC jack and see how it is connected to the motherboard. Visually inspect all of the larger parts first, as I think that they tend to separate easier than the smaller ones.
