HDD Active Protection Does not Work

Hi, I am running OS in the X4 Dock using a Hitachi 7200 rpm HDD. The IBM Active Protection is runing and can also detect the HDD shock. However, when it shows that the Hard Drive stopped, my HDD in the dock is also running (never stop). Does this mean the Active Protection System only work for the 1.8 HDD comes with the laptop?
X40 P1.5G, 1GB, 40GB 1.8 HDD + 100GB 7200 rpm HDD in the Dock, DVD Burner. (Looking forward to changing the 1.8 HDD to a SSD when price is acceptable)

active protection doesn't stop the platters from spinning, that would use too much energy. All it does it park the heads so that they aren't hovering over the platters and cause damage to them when the heads crash into the platters. This will result in data loss.

So the platters will still spin, when AP says pause, it's just that the heads are parked and there is no data being read.
