I am trying to remove the programs listed under Access IBM Tools. When I click on a program on the Access IBM list, (such as "Access IBM Message Center"), I get a popup that says "You do not have permission to remove applications from this computer."

I have a Thinkpad x31.

I am logged on in administrator mode. What do I need to do to turn this off?

Are you the sole administrator? Group Policy settings can affect the ability of an administrator to add/remove programs. Check there.

not sure what the exact issue is, but unlocker comes in quite handy in windows. will let you "unlock" whatever is preventing deletion so you can then delete, and it even has a direct "delete" command to unlock+delete all at once. it's one of my windows-essential utilities, always install it.
go away.
