Strange X31 charging behavior

X31 1.4 will only charge the battery if the computer is running or in standby mode (occasionally in hibernation mode). It will not charge when powered off. I would think that if the charging circuit is bad that it wouldn't charge at all.

Any thoughts or suggestions?
