fan is stopped

Hi,

when I start working on my x40 (1.2 P-M ULV) fan is stopped (0 rpm).

Is it normal ?

Well that would depend on the internal temp of the machine.
If the processor is cool enough it does not need to run.
You can always run the harware utilites at start up by pushing the blue access IBM button, once inside the rescue and recovery you can choose diagnose hardware and there is a Fan test. This will at lease let you know the fan does or does not work.
