Charging battery only when empty

I am in the belive that someone mentioned that there is a possibility to only charge the battery when it becomes nearly empty.
I not able to (re)find that post.

The worst thing ever you can do to you li-ion battery is to let it discharge to 0-4% and then chrage it. It is the best way how to kill the battery.

Li-ion is good to charge between 30-75% with peak at 60%
