X61s fan speeds

This is slightly related to my other thread and overheating, but I thought I'd start a new thread.
When using TPFanControl, I see fan speeds of 0-7, 64 and 128. Inputting these speeds manually, I find that 0-7 are off (0) through a fairly low speed (7). Speed 64 is much faster than 7. Speed 128 is..... very slow, maybe equivalent to speed 3. ??
Is this normal? Is 128 a valid fan speed and if so, should it be faster than 64? I do see 128 shown when the CPU is very hot and I set TPFan to the "BIOS" setting, with the fan running at a slow speed.
Just curious, mainly. After cleaning the fan, the temps are VERY reasonable with either TPFan or the OS in control. I'm not running TPFan because under OS control the fan never shuts off and the machine stays even cooler.... which has to be easier on it.
