Windows 10: X61s vs X220?

Is this normal?
I'm running Windows 10 on both X220 and X61s. I upgraded both with Samsung SSDs and lots of RAM.

The X220 is super speedy, totally useful. Feels like a brand new laptop.
The X61s is super slow, everything takes a l-o-n-g time. Not really practical to use... :(

What's the reason for this huge difference? Is it all due to the CPU difference?

CPU and memory bandwidth. It's not just due to Windows 10 - everything will be much slower on X61s compared to X220.
