Bluetooth settings not in control panel

Hi all
I've been looking for an answer to my problem, but can't find a similar issue.
I can't get my internal bluetooth to work, and as opposed to the rest of the problems out there, I can't even see the bluetooth settings (or config, don't know) in the control panel.
I have re-installed the drivers, using the procedure described before (unsigned driver, etc), the device manager shows "Thinkpad bluetooth with enhanced data rate" enabled and operating properly... Light is on so must be working.
So why can't I access the bluetooth settings?!?! I can't make the laptop discoverable and can't get to bluetooth neighbourhood, so can't get it to connect to anything. Even running bthprops.cpl from command run doesn't get it to work!
I wonder if it's something the administrator has stopped from using. Ideas?
