I had this same problem... This is going to sound pretty basic, but are you sure the drive is seated completely? My drive seemed to be seated in several enclosures but was just barely not. I had the exact same symptoms. The drive was only about 1/16 inch short of being completely seated. I had to push pretty hard to get it to seat all of the way...
