X61 Tablet does provide higher current to first USB port

I tried to boot from an external USB DVD writer that draws power entirely from usb port.
the current is not sufficient from the usb port on the left (the only one usb port), so the dvd writer won't be able to fully spin up and boot.
but when I plug it into the first usb port on the right (the two usb port together, but the one to the front), it spins up an boots up perfectly.
