Any ideas for a SW for marking videos during commentry

I have a customer who is looking for a software that can be used with an X61 Tablet for marking videos or pictures. As I understand it their intentions are to run a video, stop at a particular point and use the pen for marking the movement of objects / players, like they do on television after a football or hockey game etc. The idea is then to be able to print the result.
Does anybody have a suggestion for a solution?
