Wide Viewing Angle on all X60/s, X61/s, is this true?

No.

You're looking at HMM, please refer to Tabook. (most accurate source of thinkpads).

Only Tablets come with Wide viewing angles.

I read it already. I know some of the X61s have the ultralight screen but the book didn't mention that type of screen is wide viewing angle or not?

Wide Viewing angles is a term associated with flexview displays that projects minimal to no "washout effect" on moving the screen, thus providing increased viewing angles and improved colour reproduction. It's only available on tablets with AFFS display panel [with SXGA+ (1400x1050) resolution] which is essentially known as IPS or flexview.

X61/X61s do not have it.

The X61 Tablet does have a 1400x1050 wide angle option available. Even if you don't use the tablet features you might want to get it just for the screen.

1024*768 (tablet) models don't have such screen? I saw WVA is available for 1024*768 on www.ibm.com. I am just confused about it, that's why I am asking here.

you've answered your own question.

170° is about as wide as it gets.   average panels are only about 130° (+/- 65°) horizontal and 100° (+/- 50°) vertical.

IPS does get all the way to 180° (manufacturers usually state 176°/178°). I find it interesting that Lenovo only writes 170°, when BOE-Hydis (the manufacturer of these Tablet panels) states a full 180° in their spec.

i said 'about as wide as it gets' simply because the OP didn't seem to understand how wide 170° really is so it didn't make sense to go into much more detail than that. ;)
