Removing CSS (Client Security) makes new IE tabs faster

IE 7 in Vista always seemed to be slow to open new tabs.
5 seconds or so. Never really timed it.
I had read that this was slower in Vista than XP and assumed that was the case.
I removed CSS today after reading some posts here about how it might affect startup time.
New tabs now open in 1-2 seconds. Almost instantly.
