Question about screen scrolling and breaking?

So, on this MT/Mt XGA tablet, when i scroll on some web pages, when there is often a line across the screen, or a border, as I scroll sometimes the solid line in the screen, will break, snap sort of and then reconnect. It is a clear line break, and then it reconnects as I scroll?

Has anyone seen this, is there a way to avoid it? Other than not scrolling

I thought once I noticed something like this when I had a onenote document up, it was a vertical line. My computer kinda froze up a little, than a few seconds later was back to normal, and there was a long vertical line on my screen, but it was only on the document, not on my 'actual screen'.
So I don't really know, maybe just a small graphics glitch for a moment?
