Can you use Windows (Vista) created restore points within Rescue and Recovery if windows was unable to boot due to defective registry entries? What about Windows Back-ups? Can they be accessed without being in Windows? RNR backups are very slow.

afaik no.
you can use windows vista installer cds however to boot up and go to system recovery. there's also a way to install this feature so that you can just select from bootup when you need to go to system recovery
