When installing BMGR

Hi there.
When installing BMGR, i got an error message "could not find enough free sectors" after typing BMGR.exe /fboot.bin /cfgf1.txt /hs /p12 /m2 /oem.
A label of volume is right. so I thought boot sectors are full of boot codes and then I filled cylinder 0 with zero by aconis disk suite.
after this, a computer doesn't boot up at all but curser is blinking only.
how do I install BMGR without doing low-level format to a hard when we get this error message? Is there other ways?
