There's apps that could pull bios info within an OS but you can not manipulate it, if you do then you would have to reboot anyways.

what are you trying to change in the bios on the fly?

perhaps not change them, but to check on them without having to reboot.

I'm threadcrapping a little here, but nvidia used to have on the fly changes to the BIOS in Windows for some of their nforce boards. Don't know if they still do....

I just remembered, I think PC-Doctor can give you the BIOS settings inside Windows.
