Tablet pen and mouse fail to click on taskbar icons

Hi all,
I'm an instructor who uses my Tablet X60 to deliver my lessons online but I've encountered a strange problem since I upgraded to Windows 7: the taskbar icons do not respond to the pen or mouse. Within the program window (2007 Powerpoint or 2007 OneNote), the pen works normally, but if I want to access the taskbar the pen fails to work. If I minimize the program window completely I cannot re-maximize the program window with my pen. It as if the taskbar and desktop do not exist to the pen (or mouse).
The only fix is to hit CTRL-ALT-DEL, then escape. The pen then works normally.
