Fan behavior

The fan for my X61 has become loud. What I noticed, however, is that as soon as I disconnect the power cable, the loud noise stops for a few seconds, but then starts again. The same happens when I connect the power cable back again. Is it normal? Why does it happen? I thought maybe it is a sign that I should lower the voltage.
