X61T : issues with USB Hotplug

Strange problem here on my X61T running XP (IBM stock + updates from CDs) as I'm finding I can only use a USB device (printer, USB thumbdrive, external card reader) or even the built-in SD reader if it's plugged in (or a card is inserted or the SD reader) when I boot my X61T, if not it complains that my USB thumbdrives/SD cards are not formatted or refuses to print (printer offline)

Searched high and low and can't really find previous reports of that. Anyone know what might be going on and how to fix it? Thanks!
