How to fix an unrecognized CD drive in Windows

One of our forum members, Purcy ran into the following problem.
Microsoft link: CD-ROM access is missing and messages cite error code 31, code 32, code 19, code 39, or code 41 after you remove Easy CD Creator in Windows XP
Purcy reports downloading and using the Guided Help program with success: "You download it, run it and in under 2 seconds the bothersome filters are removed from the registry. I then uninstalled my optical driver and rebooted." Here the fix is posted where more forum members might benefit...
Another forum member, Terrahawk came across the solution.
