Is there a way to edit the external monitor refresh rate?

Right now the external monitor refresh rate is set to 70hz and the 60hz is grayed out in the control pannel. Is there a file I can edit to force it to 60hz instead?

I'd try SwitchResX. Does a great job with stuff like that.

Looks like it worked.. the control pannel isnt forcing 70hz on my external lcd anymore
