I will report back if i found anything. I checked ur CST section in DSDT, it recalls C1M3. I m not 100% sure if C1M3 should be the only method to return.
Yep, mine gives me the same value. I'm not sure what was wrong - I replaced the kexts back to the 10.6.7 natives and rebuild cache. And now it all seems to work fine.

And in my DSDT I have the same C-States activated - C1M3. Seems it somehow fixed itself.......

My way: Install Mac OS fully, Install Windows on a second partition (it will kill Mac bootloader), reboot to Mac installation DVD and install bootloader again, make Mac partition active with diskpart, Reboot to Windows installation DVD, use repair (but not from pop-up dialog), reboot again to WIndows partition, choose "repair and restart", do this again (reboot, then repair and restart), make Mac partition active with diskpart, reboot - you must be able to choose which partition you want to boot to and it should work ok. Sorry - I don't remember anything more. It wasn't a clear process and that's all I can say about it.
6) I am going to start with 100GB Drive for starters on my X61T. What would you recommend as the Partition sizes & Partitions in which order?
I have allocated (GUID partition) 123 GB to Mac (Mac Journaled) and 20 to Windows (MS-DOS FAT).
Mac OS X 10.6.7, 10.6.8 and 10.7.2 Lion on X61 7767 tablet.
