difficult creating x220 recovery on usb hard drive

i have a external hard drive that i made a separate ntsf partition on. i click on the Q drive and select to create recovery media. i choose boot and media data. when i try to boot from the usb (i selected the new partition as acive) it says operating system missing on boot. can someone please guide me? thank you.
