Can't remap pen button on X200 tablet

Can't remap pen button on X200 tablet

I've installed the Wacom software for my X200 tablet, but when I go to the "ISD Tablet" option in Control Panel I cannot actually remap the pen button to serve as pan/scroll.

In this menu, I am able to choose the pan/scroll option, but once I close the window it goes back to the default setting:

Any ideas?
