X200 Won't run off of battery

Hello everyone! I am having some trouble with my X200.
The X200 powers on and will show if a battery is plugged in. I have used programs like batterymon and they show information about the battery and recognize it as working fine. However whenever I unplug the power cable it loses power. It then will not boot until I plug in the AC adapter. It does this with all 3 batteries I have tested, so I am very confident it is the laptop and not the battery. A few times when I try to boot it on just the battery, a very small high pitched whine noise would emit from right under the battery. But not always.

The connections on both the battery and laptop are clean. Any ideas would be greatly appreciated!

Well yesterday I opened it up and looked under the keyboard. On the top left of the motherboard, there is a small ship which appears to have fried. The plastic above it is burned and it is what is making the noise. Any ideas or options, or am I just out of luck?

My mate has an x200s with the same problem. I wonder if it's the same chip / what this chip is?
