WIFI Wont Turn On!!!

I have an Intel WIFI card in my X201. Last week I was setting up a new Internet connection on WIFI. Got impatient I think as it wasn't connecting so I turned off the WIFI manually thinking would just turn it back on. Haven't been able to despite the switch is in the on position. I did a search online and on this site and tried all things:
1) Uninstalling Access Connections/Reinstalling
2) Uninstalling WIFI card drivers.
3) Using Intel's latest drivers
4) Uninstall Power Management/Reinstall
5) Soft reset BIOS with F9 key to defaults
When I hit the FN F5 key I can see my Bluetooth, WIMAX and WIFI. The WIFI is the only thing I cannot turn on or off.
Windows and Intel Diagnostics tells me I have a WIFI problem but they cannot fix it when I select the buttons. Something about driver not binding to TCIP (over my head) I saw.
Can you help? About to reformat. Lenovo support was clueless. Offered new WIFI card but I don't think it is the problem.
PS One option I read about was to pull the CMOS battery. I guess that would be a hard reset of the BIOS but I don't want to resort to that. Will reinstalling Windows fix this?
