X220: R&R install failure, Error 25014 Code 6 *PICS*

I bought an X220 which has been wiped & reinstalled. I want to swap this for an SSD that I've been using in another machine. I do not have recovery media or an external CD drive.
The plan was to use Rescue & Recovery to create a bootable USB drive that I could install to the new drive with, but I can't install R&R 4.52. Other versions of R&R don't support the X220 or aren't for Win7.
I'm running Windows 7 Pro on an X220 4291-2WU.
The Product ID has OEM in it and the last bunch of digits are 19077.
Here's the error I'm getting:

What I've tried so far:

Installed MS Visual C++ Redistributable package per the instructions for R&R, rebooted, didn't work.
Ran MBRFix (Mbrfix /drive 0 fixmbr /yes), rebooted, didn't work.
I can't find the cleanmbr utility anywhere or I'd try that too.
Questions:
1. Is there a way to get R&R installed, let alone make the bootable USB drive?
2. Is all this even necessary, or can I just install from USB with a Win7 ISO file, per the instructions here?
