X200/X201 how to disable power saving that dims LCD?

Is there some way to disable all power saving features that would dim or pulse the LCD for the X200/X201?

I have disabled all BIOS settings
I have disabled "Intel Power Save Feature" In Intel HD Graphics (Windows 7)
I have disabled all LCD related settings in Lenovo power manager.

The LCD on both machines still flickers - at a very high rate (625 Hz) even at 100% brightness. I have tested 3 panels (one AFFS) and they all flicker at the same rate, so I presume it's related to the graphics chip?

I have tested a T60p, T42p, X60T and none of them flicker at 100% percent brightness.

Bulbs flicker. But how fast are they supposed to flicker? Thousands of Hz, I presume?

Yes, generally bulbs do flicker (no argument here). How fast are they supposed to flicker, how long is a piece of string, who knows right?

To be more more on point: most lcds I have tested (X60T, T60P, T420s, countless monitors) do not flicker at 100% brightness. [Although, yes most flicker at < %100 brightness, except the newer ones)

The X200/X201 models I tested flicker at 625 Hz, regardless of brightness.

Tested with an oscilloscope and photodiode.
