X230 i5 3320m not going going at full speeds

Hey all!

so far im really happy with my new machine but it seems like i have stumbled onto another issue with this laptop.

for some daft reason the i5 3320m will only go up to 3.10Ghz and will not go any higher when it is listed to go up to 3.30Ghz!
i have made sure that the machine is on max performance in battery mode, as well as intel HD graphics control panel.
i know that turbo boost is working as without it the i5 would be working at only 2.6Ghz so im not sure on why this is happening.

i only some how noticed this when i just did a Passmark performance test showing that the cpu only was able to reach 3.10Ghz out of the supposedly 3.30Ghz! i then made sure by using a well used program known as cpu-z showing as well reaching only 3.10Ghz
i also have the fan speed at max at all times as it keeps the machine cool and does not bother me as its still pretty quiet.

if anyone has any idea on why the X230 is having a issue reaching max speeds please let me know.

just a quick update to follow

after looking at cpu-z and intel Xtu it seems like the 2 active core count multiplier is locked to 31x meaning it can only reach 3.1Ghz and below, this means that the 33x core count multiplier is for some reason locked so it forces the cpu to run at 3.10Ghz for some reason which i can't understand why i laptop cpu with permanently under clock itself when everything in the bios is set to max performance as well as power settings in windows 7 pro!

Max clock speed with 2 active cores is 3.1GHz. If you only enable a single active core, then it will be 3.3GHz.

ah i see, i was worried that the cpu was defective or something like that.
thanks for the information means alot and helps me solve the issue
