Is it possible to read the LCD panel part number from WMI or another utility, in Windows or Linux to determine the LCD panel part number in the machine?

In Linux, you'll need to find the package that contains the "get-edid" binary. In Debian, it's "read-edid".

When you run get-edid on a terminal window with root privileges, it will dump the raw EDID block from the panel. A good part of it will be gibberish (it's binary data) but there will be a text string near the end.
LCD panels have a fairly predictable naming scheme so it's pretty easy to spot.

(prefix 1-3 letters long)(display size in inches minus the decimal point)(bunch of letters and numbers)

Usual prefixes:
LTN - Samsung
LP - LG-Philips
B - AU Optronics
N - Chimei
LTD - Toshiba
HV or HT - BOE-Hydis
