Why X220 Brightness Range in Windows 7 is bigger than in Windows 10, same driver

Hello, I'm a X220 user just downgrade to windows 7, and still kept windows 10 on seperate disk. I got problem with Windows 10, it's power hungry, noisy, and doing a lot of bad scanning in the background (I think because of Defender). The thing is, I'm not satisfied with the brightness range of the X220 on windows 10, even with same driver, on windows 7, I can reach lower minimum backlight that's felt good for my eye sight. Can anyone help me, is that possible to make the minimum backlight on windows 10 works as same as windows 7? I'm in urge of moving back, because I need O365 and Onedrive sharing, which is deprecated on Windows 7 by right click.

Recently rolled back to Windows 7 from Win 10 21H2. Sad
