x301 loud fan

My new x301 has a loud fan, it is loud when the cold notebook is booting up. On Windows I measured this with tpfancontrol:

below 41 Celsius > fan is off
or 36 to over 40 Celcius > 1800 RPM which is quiet
or 36 to over 45 Celsius > 5100 RPM irregular pulsing, which is uncomfortably loud

The first fan step is really very silent but the next step is annoying loud. Sometimes tpfancontrol shows me just 36 celsius and the fan is loud. Is this normal behavior on x301 as it is described as "working very silent" from most users. Also does the fan "learn" within time that it should be quiet as I read from some forum post? I only need few cpu power are there options in bios where I can slow down the cpu?

when you let tpfancontrol program handle the fan rather than let the bios handle it don't you get almost silent environment? i found in my x61s that the fan is quite quiet when using tpfan although i don't feel comfortable working with it so i just run it to see the temp but let the bios still handle the fan control

With tpfancontrol the fan is silent.

Just without using it the fan is annoyingly loud. Most reviews say this notebook is so silent, but this is not true for me. That's why I am asking x301 users here if their thinkpad is silent or working most of the time on unhearable fan step 1.

Before TPFanControl it was on pretty much constantly and anything over state 1 is loud. Now I have TPFanControl at state 1 until about 67C.
