So We Can't Order Windows 7 Discs from Lenovo?

I called them and they said only X200Ts purchased in the last SIX MONTHS were eligible for upgrades to Windows 7 (And I have Windows Vista Ultimate Pre-Installed) and that they don't ship Vista Ultimate or Windows 7 Recovery Discs. Do I have to purchase Windows 7 barebones from some retail establishment?

The Win 7 upgrade program is only available for systems sold on or after June 26, 2009, so the answer to your question is "Yes".

So I assume I would have to download all of the drivers from Lenovo or something?

Yes to this question also.

If you had purchased your machine prior to the stated date, then you don't have Win7 upgrade rights and will need to persue your upgrade via retail or volume licensing channel and Lenovo won't even sell you the Recovery CD even if they had any right now since the Win7 they have are OEM license. OEM license live and die with the machine. When you purchase a computer that comes with OEM OS license that has no builtin upgrade path, the only way to upgrade the OS (legally) is to go retail or VL.
